What is an Education, Health and Care Plan?

Mainstream schools have many resources. They can also arrange extra help if needed. This is enough to support most students with special educational needs and disabilities (SEND). Find out more about SEND support in schools here.

However, an Education, Health and Care Plan (EHCP) may be required if your child has complex needs.

What is an EHCP?

An EHCP is for children or young people with complex needs. It is necessary when schools can not support a student with the resources they have. It can allow students to access additional funding and support. This will help them get the best outcomes and prepare for adulthood.

Inside an EHCP is clear and specific information about:

  • their educational, health and social needs
  • their strengths
  • their goals and outcomes
  • the support that will be given

A key feature of an EHCP is its wide focus. It looks at areas beyond education including employment, independence, relationships, and wellbeing. Many of these focus on preparation for adulthood.

It is created and overseen by caseworkers at Newcastle City Council. Many people, including you and your child, will contribute. 

An EHCP is a legal document. This means what is written in it must happen. 

When is an EHCP needed?

An EHCP is available for any children or young people:

  • with complex needs
  • aged 0-25
  • in education on training (not including university) 

Your child may need an EHCP if they:

  • have high support needs
  • need more intensive and specialist help
  • have a life-long disability
  • are not making progress despite increasing support from schools

An Education Health and Care (EHC) needs assessment will help decide if it is necessary.
