Position Statement on the Use of Artificial Intelligence (AI) in Education Health and Care Plan (EHCP) Writing - March 2026

Newcastle City Council is committed to delivering high quality, timely, and person-centred Education, Health and Care Plans (EHCPs) for children and young people with special educational needs and disabilities (SEND).
As demand for EHC needs assessments continues to grow, we are committed to streamlining our administrative processes where appropriate. This will allow more time and capacity to be directed towards meaningful engagement with children, young people and families, and towards improving outcomes. To support this, we are carefully exploring the responsible use of Artificial Intelligence (AI) to assist with elements of the EHCP writing process.
This position statement sets out our approach to the ethical, transparent, and appropriate use of AI, in line with Newcastle City Council’s corporate AI governance, data protection requirements, and professional standards.
