Guiding principles for post‑16 SEND transport
When considering post‑16 travel assistance for learners with Special Educational Needs and/or Disabilities (SEND), Newcastle City Council applies the following principles:
- Learners will normally attend the nearest appropriate provider that can deliver their chosen programme.
- Post‑16 education is a positive and informed choice and should form part of a clear pathway to employment, training or adulthood, articulated in the learner’s EHCP where one is maintained.
- Travel assistance must be necessary for the learner to attend, taking account of their SEND, disability or medical need.
- Independence is promoted wherever possible, including through independent travel training and use of public transport.
These principles reflect both the DfE guidance and Newcastle’s current published post‑16 SEND transport arrangements for 2026/27.
