How EOTAS Is Agreed 

The LA uses a structured, multi‑agency panel process when making a decision:

  1. Evidence gathering: Professionals give reports, assessments, attendance data, safeguarding information.
  2. Child’s voice: The child's views are captured through conversations, drawings, sessions with Educational Psychologists (EP), or discussions with parents/carers.
  3. Parent/carer views: Listened to and considered throughout.
  4. Review of EHCP Sections B & F: Does the child need support and resources that cannot be delivered at any school?
  5. Consultation with schools: LA checks whether any local schools could meet need.
  6. Panel discussion: Education, Health, Social Care, EP and SEND Support Assessment and Review team consider risk, welfare, need, and deliverability.
  7. Decision: Education Other Than at School (EOTAS) approved or declined.
    1. If declined: A school type is named; parents may appeal.
    2. If approved: EOTAS Caseworker coordinates the full package.
